    Hold down the "Start" key and the "R" key on your keyboard to bring up the run dialogue box.

    Type in "gpedit.msc"

  • Browse to "Administrative Templates>Network>QoS Packet Scheduler."

    Right click on "Limit Reservable Bandwidth" and click "Edit."

    Type in a percent, such as "20 percent." For a 100mbit LAN, the computer will be limited to 20 percent of this, or 20mbits. Click "OK" and exit the Local Group Policy Editor.
